ความรู้ ทัศนคติและการปฏิบัติของผู้บริหารธุรกิจการโรงแรมเกี่ยวกับสิทธิประโยชน์ของเขตพัฒนาพิเศษภาคตะวันออกและเขตส่งเสริมเศรษฐกิจพิเศษ จังหวัดชลบุรี

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับความรู้ ทัศนคติ และการนำปฏิบัติหรือการดำเนินการ ของผู้บริหารในธุรกิจการโรงแรมต่อสิทธิประโยชน์ของเขตส่งเสริมเศรษฐกิจพิเศษภาคตะวันออก (EEC)กลุ่มตัวอย่าง คือ ผู้บริหารในธุรกิจการโรงแรม เขตพัฒนาพิเศษภาคตะวันออกและเขตส่งเสริมเศรษฐกิจพิเศษ จังหวัดชลบุรีใช้จำนวน 210 คนผู้วิจัยเลือการสุ่มตัวอย่างแบบเจาะจง (purposive Sampling) จาก 3 อำเภอในจังหวัดชลบุรีที่มีผู้บริหารธุรกิจการโรงแรมมากที่สุด และใช้วิธีสุ่มตัวอย่างแบบบังเอิญ (Convenience Sampling) สำหรับกลุ่มตัวอย่างในแต่ละอำเภอ เครื่องมือที่ใช้ในการศึกษาคือแบบสอบถามที่มีค่าความเชื่อมั่นรวมทั้งสิ้นเท่ากับ 0.699 และมีการตรวจสอบความเที่ยงตรงของเนื้อหาจากผู้ทรงคุณวุฒิ 3 ท่านสถิติที่ใช้ในการวิเคราะห์ข้อมูลเบื้องต้นคือสถิติเชิงพรรณนาได้แก่การแจกแจงความถี่ ค่าร้อยละ ค่าคะแนน ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้เพื่อทดสอบสมมุติฐานผู้วิจัยเลือกการทดสอบความเป็นอิสระกันของสองตัวแปร (Chi-Square test) โดยผู้ตอบแบบสอบถามส่วนใหญ่เป็นผู้บริหารธุรกิจการโรงแรมที่เป็นผู้หญิง อายุระหว่าง 41-45 ปี มีประสบการณ์ทำงานในธุรกิจการโรงแรม 7-9 ปี และส่วนใหญ่มีประสบการณ์ในตำแหน่งผู้บริหารมาแล้ว 4-6 ปี ผลการวิจัยพบว่าผู้บริหารธุรกิจการโรงแรมมีความรู้เกี่ยวกับสิทธิประโยชน์ในเขตส่งเสริมเศรษฐกิจพิเศษภาคตะวันออก (EEC) เฉพาะด้านธุรกิจการโรงแรมในระดับความรู้มาก โดยผู้ตอบแบบสอบถามส่วนใหญ่ตอบถูกในเรื่อง ผู้ที่เข้ามาประกอบกิจการในเขต EEC และบุคคลที่มีความรู้ความเชี่ยวชาญตามที่คณะกรรมการ EEC กำหนดได้รับวีซ่าทำงาน 5 ปี ในประเทศไทย นอกจากนี้ทัศนคติของผู้บริหารธุรกิจการโรงแรมต่อสิทธิประโยชน์ในเขตส่งเสริมเศรษฐกิจพิเศษภาคตะวันออก (EEC) นั้นอยู่ในระดับปานกลาง เมื่อพิจารณารายข้อลำดับแรกคือเสียภาษีบุคคลธรรมดาไม่เกินร้อยละ 17 รองลงมาคือลดหย่อนภาษีนิติบุคคลสูงสุด 15 ปี สุดท้ายนี้กลุ่มตัวอย่างผู้บริหารธุรกิจการโรงแรม มีการนำสิทธิประโยชน์ของเขตส่งเสริมเศรษฐกิจพิเศษภาคตะวันออก (EEC) โดยรวมไปปฏิบัติมาก เมื่อพิจารณารายข้อที่มีการนำไปปฏิบัติมากที่สุดคือมีการจ้างผู้เชี่ยวชาญที่ผ่านคุณสมบัติมาทำงานในโรงแรม ดังนั้นผู้วิจัยจึงสรุปได้ว่าความรู้เกี่ยวกับสิทธิประโยชน์ของเขตพัฒนาพิเศษภาคตะวันออกและเขตส่งเสริมเศรษฐกิจพิเศษ มีผลต่อการนำไปปฏิบัติของผู้บริหารในธุรกิจการโรงแรมในจังหวัดชลบุรี และทัศนคติเกี่ยวกับสิทธิประโยชน์ของเขตพัฒนาพิเศษภาคตะวันออกและเขตส่งเสริมเศรษฐกิจพิเศษ มีผลต่อการนำไปปฏิบัติของผู้บริหารในธุรกิจการโรงแรมในจังหวัดชลบุรีอย่างมีนัยสาคัญทางสถิติที่ระดับ 0.05

The purpose of this study were to explore the level of knowledge, attitudes, including the related implementation or administration that the hotel management employed in order to benefit from several privileges provided under the Eastern Economic Corridor (EEC) Plan.The sample covered 210 persons at management level from various hotels in Cholburi Province. Purposive Sampling was performed for 3 districts where highest number of hotel management availed, whereas Convenience Sampling was used for selected hotels in individual districts. The research instrument used in collecting data was a Questionnaire with a rate of confidence 0.699, and duly reviewed for reliability by 3 experts. The data analyses used Descriptive Statistics, consisting frequency, percentage, ratio, IOC, average, standard deviation.Chi-Square Test was conducted for Hypothesis Testing, whereby the respondents are female management, aged between 41- 45, with at least 7-9 years of experience in hotel management, and mostly positioned at high level executives. The results of the study revealed thatmost of hotel executive management have knowledge and understanding about the EEC privilege relevant with hotel business in Chonburi province. Most of the respondents knew that foreign investors doing business in the EEC area including the specialists with qualifications as specified were allowed torecieve 5 years work permit in Thailand. The attitudes towards the EEC privileges were moderate, mainly concerning the personal income tax of not exceeding 17% and tax benefits for juristic persons up to 15 years. In short, the hotel management under selected sample remarkably benefited from the EEC privileges, as largely seen in the recruits of quite a number of qualified specialists into the hotels. I, therefore, concluded that the knowledge about the EEC privileges have a remarkable impact on the administration and management of the hotel business in Cholburi Province. The attitudes on EEC-related knowledge to their implementation were translated with statistical significance of 0.05 level.
