การวิเคราะห์การรับรู้ความเสี่ยงของเกษตรกรในโซ่อุปทานอุตสาหกรรมยางพารา กรณีศึกษา : อุตสาหกรรมยางพารา ในเขตอำเภอดอยหลวง จังหวัดเชียงราย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อประเมินและจัดลำดับความเสี่ยงต่างๆในโซ่อุปทานยางพาราในพื้นที่อำเภอดอยหลวง จังหวัดเชียงราย เพื่อทำการเปรียบเทียบการรับรู้ความเสี่ยงที่เกิดขึ้นระหว่างการผลิตน้ำยางพาราและยางพาราก้อนถ้วย จัดทำแผนรองรับความเสี่ยงเพื่อลดและควบคุมความเสี่ยงที่เกิดขึ้น และเพื่อให้กลุ่มเกษตรกรชาวสวนยางพารา ทราบถึงระดับความเสี่ยงที่เกิดขึ้นในโซ่อุปทาน และสามารถนำข้อมูลมาบริหารจัดการความเสี่ยงได้ ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ เกษตรกรชาวสวนยางพารา อำเภอดอยหลวง จังหวัดเชียงราย จำนวน 105 คน โดยใช้วิธีการสุ่มตัวอย่างแบบเจาะจง และใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูล ผลการศึกษาการเปรียบเทียบการรับรู้ความเสี่ยงที่เกิดขึ้นระหว่างการผลิตน้ำยางพาราและยางพาราก้อนถ้วยพบว่า ปัจจัยจากความเสี่ยงภายในทั้ง 3 ด้าน ได้แก่ ด้านการผลิต ด้านแรงงาน และด้านการเงิน ผู้ผลิตน้ำยางพารามีการรับรู้ระดับของความเสี่ยงที่ต่ำกว่าผู้ผลิตยางพาราก้อนถ้วย ส่วนปัจจัยจากความเสี่ยงภายนอก ได้แก่ ด้านตลาดและราคา และด้านหน่วยงานและสถาบัน ผู้ผลิตน้ำยางพารามีการรับรู้ระดับของความเสี่ยงที่ต่ำกว่าผู้ผลิตยางพาราก้อนถ้วย ส่วนด้านสภาพภูมิอากาศและภัยธรรมชาติ ผู้ผลิตน้ำยางพารามีการรับรู้ระดับของความเสี่ยงที่เท่ากันกับผู้ผลิตยางพาราก้อนถ้วย และการประเมินการรับรู้ความเสี่ยงของเกษตรกรในโซ่อุปทานยางพารา พบว่าความเสี่ยง 5 อันดับแรก ได้แก่ ความเสี่ยงจากพายุลมแรงทำให้ต้นยางโค่นล้ม ความเสี่ยงจากจำนวนวันฝนตกมากส่งผลต่อวันกรีดลดลง ความเสี่ยงจากนโยบายเกษตรของประเทศ ความเสี่ยงจากการลดลงของราคายางพารา และความเสี่ยงจากนโยบายควบคุมปริมาณผลิต/ลดพื้นที่ปลูกยาง

The objective is to evaluate and to find out for the risk rating of rubber agricultuerists of Doi Laung district, Chaing Rai, which located in the Northern region of Thailand for comparing the risk between producing rubber latex and rubber lump cup. Including prepare to manage a plain to guarantee, control the risk of profit lost for the rubber agriculturist in this region to notice about the risk between the demand and supply chain so they can use this knowledge to apply their management to control to chance to avoid profit lost. In this research we use the purposive sampling method with the amount of 105 rubber agriculturist in Doi Laung, Chiang Rai, Thailand by using questionnaires, and the evaluation between to production process between the producing rubber latex and rubber cup lump we found out that there has three factors which are productivity, labors, and monetary system. According to this research we found that; the rubber agriculturists who produce rubber latex have less outsources acknowledgement than the rubber agriculturists who produce rubber cup lump such as marketing and cost, also the particularly institutions which concerned about them. Including, the rubber agriculturist who produce rubber latex have less acknowledgement about weather and climate crisis in including natural disasters than rubber cup lump producers and may be because of government policies which are decreasing the price of rubber latex production or decreasing and control the quantity and area of rubber plantation.
