ปัจจัยในการบริหารงานข่าวของสถานีโทรทัศน์ดิจิทัลและการปรับตัวในยุคที่ภูมิทัศน์สื่อมีการเปลี่ยนแปลง

Abstract

การวิจัยเรื่องนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษานโยบายการบริหารงานข่าวและปัจจัยที่มีผลต่อการบริหารงานข่าวของสถานีโทรทัศน์ดิจิทัลในยุคที่ภูมิทัศน์สื่อมีการเปลี่ยนแปลง 2) เพื่อศึกษากระบวนการบริหารจัดการงานข่าวและการบริหารจัดการเนื้อหาข่าวกับช่องทางการสื่อสาร และ 3) เพื่อศึกษาคุณสมบัติและบทบาทหน้าที่ของการเป็นสื่อมวลชนที่ต้องมีการปรับตัวในยุคที่ภูมิทัศน์สื่อมีการเปลี่ยนแปลง ผู้วิจัยใช้ระเบียบวิจัยเชิงคุณภาพ โดยวิธีการสัมภาษณ์เชิงเจาะลึกกับผู้ให้ข้อมูลหลักของสถานีโทรทัศน์ดิจิทัล จำนวน 9 ท่าน ผลการวิจัยพบว่า องค์กรข่าวของสถานีโทรทัศน์ดิจิทัลมีการกำหนดนโยบายการนำเสนอข่าวบนความถูกต้อง เป็นกลางและน่าเชื่อถือ ปัจจัยด้านการบริหารทรัพยากรบุคคลเป็นปัจจัยภายในองค์กรที่มีการขาดแคลนบุคลากร ทำให้บุคลากรที่มีอย่างจำกัดต้องมีความรอบรู้ในการปฏิบัติงาน รวมถึงปัญหาด้านการปรับตัวของบุคลากรรุ่นเก่าและรุ่นใหม่ ส่วนปัจจัยด้านเทคโนโลยีส่งผลดีต่อการบริหารงานข่าวในกระบวนการสื่อข่าวออนไลน์และการใช้เทคโนโลยีที่ทันสมัยในการผลิตข่าว ปัจจัยภายนอกที่มีผลกระทบต่อการบริหารงานข่าวมากที่สุดคือรายได้หลักที่มาจากผู้สนับสนุนและโฆษณา องค์กรจึงมีการนำเสนอข่าวเพื่อสร้างความนิยมแก่ผู้รับชม รองลงมาคือปัจจัยด้านการแข่งขันสูงจากจำนวนช่องดิจิทัลที่เพิ่มขึ้น องค์กรมีกระบวนการบริหารจัดการงานข่าวโดยการหลอมรวมสื่อ บูรณาการระหว่างกระบวนการสื่อข่าวแบบดั้งเดิมกับสื่อออนไลน์เข้าด้วยกันเพื่อการนำเสนอข่าวในยุคที่ภูมิทัศน์สื่อเปลี่ยนไป โดยเพิ่มช่องทางการสื่อสารด้วยสื่อสังคมออนไลน์ เพื่อตอบสนองพฤติกรรมของผู้รับชมในยุคดิจิทัลและเพิ่มโอกาสทางธุรกิจ ด้านคุณสมบัติบทบาทหน้าที่ของสื่อสารมวลชน สิ่งสำคัญที่สุดต่อการนำเสนอข่าวในยุคดิจิทัลต้องอยู่ภายใต้กรอบจริยธรรมจรรยาบรรณที่ต้องรับผิดชอบต่อสังคมและต่อแหล่งข่าว

The research had three objectives: 1) To study policy news management and factors affecting news management of digital TV in changing media landscape 2) To study news management process and management news contents with communication channel; and 3) To examine the qualifications and the roles of media journalists in changing media landscape. The researcher used qualitative research with in-depth interviews with nine key informants in digital television stations. The results showed that news organization of digital TV had the policy of news presentation on accuracy, neutral and reliable. Human resource management factor was internal organization factor which was of shortage personnel. Thus, the personnel in organization had to be knowledgeable for practice. Another problem is adaptation of personal between old and new generations. Technology factor resulted in effective news online management process, and the use of modern technology to produce news. The external factor affected most was the revenue from sponsors and advertising. News organizations had to present news for rating. The secondary external factor was high competitive from many digital TV channels. The organization had a news management process by media convergence, integration between traditional and online news media process to present news in the media landscape change by increasing communication channels to respond the behavior of the digital audiences and increasing business opportunities. As for qualifications and the roles of media journalists, the most important to news reporting must be under the ethics and the reporters must have social and sources responsibility.
