แนวทางการดำเนินงานของกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงิน

Abstract

การวิจัยเรื่องนี้ มีจุดมุ่งหมายที่จะสำรวจทัศนคติและความคิดเห็นจากผู้บริหารสถาบันการเงินต่างๆ ที่เกี่ยวข้องกับกองทุนเพื่อการฟื้นฟูและพัฒนาระบบสถาบันการเงินเพื่อรวบรวมนำเสนอสาธารณชนเพื่อความเข้าใจที่ดีขึ้น และเสนอแนะแนวทางปฏิบัติงานของกองทุนให้ชัดเจนขึ้น การรวบรวมข้อมูลได้จากการส่งแบบสอบถามไปยังผู้บริหารระดับสูงของสถาบันการเงินที่จดทะเบียนในประเทศไทยซึ่งเป็นกลุ่มเป้าหมายหลัก และสุ่มตัวอย่างจากสถาบันอื่นที่ไม่ได้เกี่ยวข้องโดยตรงเพื่อสำรวจถึงความเข้าใจ และทัศนคติเกี่ยวกับกองทุนฯ นี้ การวิเคราะห์ข้อมูลเลือกใช้ค่าสถิติพื้นฐานร้อยละมาวิเคราะห์และการอภิปรายสรุปจากข้อคิดเห็นที่ได้รับ ผลการวิเคราะห์ข้อมูลสรุปได้ว่า ส่วนใหญ่เห็นด้วยกับการจัดตั้งกองทุนนี้ และเชื่อว่ากองทุนฯ จะช่วยให้ระบบสถาบันการเงินมีความมั่นคงน่าเชื่อถือขึ้น กองทุนฯ จะทำให้ธนาคารแห่งประเทศไทยปฏิบัติการช่วยเหลือสถาบันการเงินที่ล้มเหลวได้ดีขึ้น นอกจากนี้ ยังมีความคิดเห็นว่าการดำเนินงานของกองทุนควรเป็นอิสระจากนโยบายทางการเมือง และควรมีตัวแทนจากสถาบันการเงินต่างๆ ที่จัดส่งเงินเข้ากองทุนฯ ได้เข้าร่วมเป็นผู้บริหารกองทุนฯ การกำหนดอัตราเงินสมทบที่สถาบันการเงินต้องจ่ายเข้ากองทุนควรคำนึงถึงความสามารถของสถาบันการเงิน นอกจากนี้ในด้านการดำเนินงานของกองทุนฯ ควรมีการชี้แจงให้ประชาชนทราบถึงวัตถุประสงค์และอำนาจหน้าที่ของกองทุนฯ ให้ดีขึ้น อย่างไรก็ตาม ข้อมูลที่จัดรวบรวมไว้ในรายงานฉบับนี้เป็นสิ่งที่ได้ในช่วง 18 เดือนแรกของการจัดตั้งกองทุนฯ ดังนั้น สำหรับผู้จะนำรายงานฉบับนี้ไปใช้ประโยชน์ควรจะได้มีการติดตามการดำเนินงานของกองทุนฯ นี้ด้วย

The purposes of the research entitled “Approaches for the Operation of Fund for Rehabilitating and Developing the Financial Institution System” are to make a primary survey of the attitudes and opinions and to gather information for those who are concerned with this Fund. This research focused on series of interviews with senior officers of the Thai-owned banks, financial institutions, foreign chartered banks, and others are less been on such system. Survey method was used in this study. The data were analyzed by using basic statistical method; percentage. Most of the answers agreed with the establishment of the Fund. The results of this study revealed that the Fund shall help the Bank of Thailand be able to take actions of improving the business of the failure commercial banks / financial institutions. The Fund should operate independently from the political intervention. In addition, it should have the representatives from all sides concerned. The contribution amount should depend on the payment capability of the financial institutions. Furthermore, operating policies of the Fund included with its objectives and procedures should be stipulated clearly. However, this study was done only in the first 18 months of the Fund establishment, then a follow-up must be done for the operational results.
