แนวทางการจัดการการท่องเที่ยวทางวัฒนธรรมอย่างยั่งยืน: กรณีศึกษาหมู่บ้านโปรตุเกส จังหวัดพระนครศรีอยุธยา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) วิเคราะห์ ศักยภาพ โอกาส สภาพปัญหาที่เป็นปัจจัยคุกคามการจัดการการท่องเที่ยว (2) ศึกษาทัศนคติของชุมชนต่อการท่องเที่ยว และการวิเคราะห์เพื่อสร้างกลไกผลักดันการมีส่วนร่วมในการจัดการมรดกทางวัฒนธรรม และแหล่งท่องเที่ยวโดยชุมชน (3) ออกแบบแนวทางการจัดการการท่องเที่ยวทางวัฒนธรรมอย่างยั่งยืนในแหล่งมรดกทางวัฒนธรรม เครื่องมือที่ใช้ในการวิจัยครั้งนี้ คือ การสัมภาษณ์เชิงลึกกับกลุ่มตัวอย่าง 2 กลุ่ม ได้แก่ หน่วยงานภาครัฐ จำนวน 4 หน่วยงาน และชาวชุมชนหมู่ที่ 1 บ้านโปรตุเกส จำนวน 20 หลังคาเรือน แล้วนำข้อมูลมาวิเคราะห์เนื้อหา (Content Analysis) ผลการศึกษาพบว่า (1) ในการหาแนวทางการจัดการการท่องเที่ยวทางวัฒนธรรมอย่างยั่งยืน หน่วยงานภาครัฐทั้ง 4 หน่วยงานในจังหวัดพระนครศรีอยุธยา จำเป็นต้องมีการร่วมมือกับชาวชุมชนเพื่อหาแนวทางการจัดการการท่องเที่ยวหมู่บ้านโปรตุเกสอย่างยั่งยืน เป็นการอนุรักษ์โบราณสถานโดยใช้การมีส่วนร่วมระหว่างหน่วยงานที่รับผิดชอบกับชาวชุมชน จนเกิดความร่วมมือในการดูแลมีความหวงแหนในโบราณสถานและมีการพัฒนาสู่การเป็นแหล่งท่องเที่ยวทางวัฒนธรรมต่อไป (2) ชาวชุมชนในพื้นที่หมู่ที่ 1 บ้านโปรตุเกส ยังขาดความตระหนักและหวงแหนโบราณสถานหมู่บ้านโปรตุเกส เนื่องจากยังขาดความรู้ความเข้าใจถึงความสำคัญของหมู่บ้านโปรตุเกส ฉะนั้นหน่วยงานภาครัฐควรมีจัดสรรบุคลากรเข้ามาให้ความรู้และขอความร่วมมือกับชาวชุมชนในพื้นที่ ให้มีส่วนร่วมในการอนุรักษ์โบราณสถานหมู่บ้านโปรตุเกส เพื่อการการจัดการและพัฒนาเป็นแหล่งท่องเที่ยวทางวัฒนธรรมอย่างยั่งยืน โดยมีชุมชนเป็นส่วนช่วยในการผลักดัน ข้อเสนอแนะที่ได้จากการวิจัย หน่วยงานภาครัฐ ทั้ง 4 หน่วยงานที่รับผิดชอบหมู่บ้านโปรตุเกสกับชาวบ้าน ควรมีส่วนร่วมในการจัดการหมู่บ้านโปรตุเกส เพื่อให้แหล่งโบราณสถานกลายเป็นแหล่งท่องเที่ยวทางวัฒนธรรมอย่างยั่งยืนสืบต่อไป

The objectives of this research were to: 1) analyze potentialities, opportunities and problems affected to tourism management, 2) examine attitudes of community toward tourism as well as analyze how to create mechanism driving participation of community in cultural heritage management and tourist attractions, 3) design guidelines for sustainable cultural tourism management in a cultural heritage site. Meanwhile, the tool used in this research was in-depth interview with two sample groups comprising 4 government agencies and villagers from 20 families in Village No. 1 of Portuguese Village, and then compiled data was conducted content analysis. The findings indicate that 1) all four government agencies in Ayutthaya must exercise coordination with villagers to seek guidelines for sustainable tourism management in Portuguese Village. Hence, coordination between responsible agencies and villagers should be applied for conservation of historic site. It would lead to restoration and high value of historic site, and eventually the site would be developed to cultural attraction; 2) villagers residing in Village No. 1 in Portuguese Village has been lacking awareness to value the Portuguese Village historic site since they have been lacking of knowledge about the significance of Portuguese Village. Thus, public agencies are advised to dispatch experts to disseminate knowledge and urge cooperation from locals to bring them participating in conservation of historic site. It is a part of management and development for sustainable cultural tourism with community as a driving force. The suggestions are the four public agencies should participate in the Portuguese Village management to improve the historic site as sustainable cultural tourism.
